We are currently seeking Construction Surveillance Technicians (CSTs) to support secure construction projects at RAF Molesworth, United Kingdom. This position plays a critical role in protecting classified facilities by ensuring construction activities comply with established physical security and Technical Surveillance Countermeasures (TSCM) standards.
The Construction Surveillance Technician (CST) is responsible for monitoring all phases of secure construction activities to prevent the introduction of technical, electronic, or physical security vulnerabilities into sensitive government facilities. The CST works closely with government representatives, construction personnel, and security teams to ensure compliance with Intelligence Community and Department of Defense security requirements.
Essential Job Functions:
Conduct continuous surveillance of construction activities involving Sensitive. Compartmented Information Facilities (SCIFs) and other secure government facilities.
Monitor construction personnel, materials, tools, and equipment to ensure compliance with established security procedures.
Detect, identify, and report any unauthorized activities, suspicious behavior, or potential security vulnerabilities during construction.
Verify compliance with Intelligence Community Directive (ICD) 705 and other applicable physical security standards.
Inspect construction materials and installation methods to ensure security requirements are maintained throughout the project lifecycle.
Document daily construction surveillance activities, observations, inspections, and security incidents.
Coordinate with Government Site Security Managers (SSMs), construction managers, quality assurance personnel, and security officials to resolve issues.
Ensure proper control, accountability, and storage of construction materials entering secure work areas.
Assist with physical inspections, accreditation activities, and final acceptance inspections for secure facilities.
Maintain strict adherence to Department of Defense, Intelligence Community, and customer security policies and procedures.
Support project schedules by working weekends, holidays, extended shifts, and overtime as mission requirements dictate.
Perform additional security and construction surveillance duties as assigned.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
Current Construction Surveillance Technician (CST) certification.
High school diploma or GED.
Minimum 3 years of experience in construction security surveillance, Technical Surveillance Countermeasures (TSCM), industrial security, construction quality assurance, or hands-on construction supervision.
Minimum 2 years of experience supporting overseas Department of Defense (DoD) construction projects.
Ability to work weekends, holidays, and up to 60 hours per week when mission requirements dictate.
Strong written and verbal communication skills.
Ability to prepare accurate reports and maintain detailed security documentation.
Ability to work independently while maintaining close coordination with Government personnel and construction teams.

Desired Skills:
5+ years of construction experience.
Successful completion of the U.S. Department of State Construction Surveillance Technician Course (SE631).
Completion of U.S. Army Corps of Engineers Construction Training.
Site Security Manager (SSM) certification.
ICD 705 certification or extensive experience supporting ICD 705-compliant facilities.
Experience supporting Intelligence Community or Special Access Program (SAP) construction projects.
Knowledge of SCIF construction standards, physical security requirements, and TEMPEST/TSCM principles.
