Project Manager â OSP Network (Fiber Construction)
Location: Minneapolis Minnesota (must work in-market a minimum of 3 days per week)

Contract Pay Rate: $55.00/hour
Conversion Compensation: $105,000â$120,000 base + 9% bonus
OSP-Focused Role Overview
We are seeking a
true OSP Fiber Construction Project Manager to lead
field-driven network deployment projects in the Wilkes-Barre / Scranton market. This role is
not suited for IT, software, or office-only PMs. The ideal candidate has
direct experience managing OSP fiber builds, understands construction workflows, and is comfortable leading
CMs, inspectors, and field crews while maintaining strong reporting and scheduling discipline.
This role begins as a
contract position at $55/hour, with a planned transition to a
full-time payroll if there is a fit.
Core Responsibilities (OSP / Construction-Driven)
- Own end-to-end lifecycle management of OSP fiber construction projects, from planning through final acceptance
- Lead plan and build phases of network deployments, ensuring execution aligns with design, budget, and schedule
- Manage and direct Construction Managers (CMs), inspectors, contractors, and field crews
- Serve as the primary point of accountability for field execution, progress tracking, and quality control
- Develop and maintain detailed project schedules, work plans, and cost tracking using Excel-based tools
- Identify construction risks (permitting, resources, production, safety, materials) and implement mitigation strategies
- Ensure production stays on track and conflicts are resolved quickly in the field
- Hold internal teams, vendors, and contractors accountable for deliverables and timelines
- Provide clear, concise executive-level reporting on construction progress, risks, and forecasted outcomes
- Drive issue resolution within defined time, cost, and scope constraints
Required Qualifications (Non-Negotiable)
- Proven OSP fiber construction project management experience (large-scale network builds)
- Strong field construction knowledge â candidates must be comfortable in active construction environments
- Experience managing CMs, build crews, and subcontractors
- Hands-on expertise with scheduling, reporting, and construction tracking (Excel required)
- Ability to balance field leadership with administrative and reporting responsibilities
- Strong communication skills with the ability to present project status to senior leadership
- Willingness and ability to be in the local market at least 3 days per week
Nice to Have (Strongly Preferred)
- Background supporting fiber-to-the-home (FTTH), long-haul, or metro fiber builds
- Experience working in fast-paced, high-volume construction environments
- Prior contract-to-hire experience in telecom or utility infrastructure
