Director of Operations â Outside Plant (OSP)
Position Summary
The Director of Operations â Outside Plant is responsible for leading and scaling OSP construction business across the tri-state region. This role oversees all operational, financial, and execution aspects of aerial and underground fiber construction, including FTTH, enterprise, maintenance, and high-volume roadway work.
This individual will manage end-to-end operations â from
pricing and proposal development through project execution, billing, and collections â ensuring profitability, productivity, and customer satisfaction. The Director of Operations acts as a business owner, managing people, assets, and financial performance.
Key Responsibilities
- Own full P&L responsibility for a $22Mâ$25M OSP construction business
- Oversee aerial and underground construction, directional drilling, excavation, fiber installation, and maintenance programs
- Lead pricing strategy, proposal development, and contract execution
- Open and manage projects within ERP systems
- Dispatch and manage in-house crews and subcontractors (75% internal / 25% subcontracted)
- Monitor crew productivity, labor efficiency, and job costing
- Oversee material procurement, vendor management, and inventory
- Ensure accurate and timely customer billing and AR support
- Interface directly with customers to drive new business and maintain relationships
- Lead operational managers across multiple offices (union and non-union)
- Ensure compliance with safety, quality, and regulatory standards
- Utilize technology platforms and customer portals for reporting, billing, and updates
Required Experience & Qualifications
- 10+ years in OSP/fiber construction operations
- Proven experience running contractor-side operations (not carrier-only)
- Strong background in project finance, job costing, and EBITDA accountability
- Experience managing union and non-union field teams
- High level of proficiency with ERP systems, billing portals, and reporting tools
- Entrepreneurial mindset with strong operational urgency
Location & Travel
- Based in the Tri-State Area
- Regular travel between NJ, Eastern PA, and MD offices
